Job Description:
General Atomics Aeronautical Systems, Inc. (GA-ASI), an
affiliate of General Atomics, is a world leader in proven, reliable
remotely piloted aircraft and tactical reconnaissance radars, as
well as advanced high-resolution surveillance systems.We are
looking for an experienced Program Manager to lead the Field
Support group within Field Operations. This position reports to the
Director Field Operations and is responsible for the planning,
managing, and technical performance of the Field Support teams
located in Poway, CA. The Program Manager in this position directs
all phases of programs from initiation through delivery. DUTIES AND
RESPONSIBILITIES:
- Responsible for the leadership of the Field Support Group and
supporting teams within Field Operations department.
- Develop and sustain departmental processes and procedures to
improve operational efficiency, reduce costs, and improve customer
satisfaction.
- Function as product owner for the Command Center Application,
Personnel Deployment Application, and Logistics Planner
Application.
- Direct all phases of the applications from conceptualization
through completion.
- Responsible for collaboration with each applications'
stakeholders and support information technology team to ensure
quality, business, and financial objectives are attained.
- Responsible for deployed location personnel fill rates to meet
contractual objectives in support of Global Operations team and all
supporting activities.
- .Oversee the compliance and standardization of all Field
Operations activities
- Ensure DCMA 8210 compliance for all operations including
creation and sustainment of Flight and Ground Operations
Procedures
- Establish and sustain training for departmental and stakeholder
personnel.
- Lead the development of a 24/7 operations center to support
division and departmental requirements.
- Through analysis, determine activities and staffing required to
support departmental and stakeholder needs.
- Coordinate financial structure to meet requirements within
budgeted resources.
- Create and maintain a departmental knowledge management system
to ensure deployed and non-deployed personnel have access to
required documentation and tools.
- Develop a data analysis team to create and track metrics and
key performance indicators to support departmental and group
decision-making.
- Typically accomplishes objectives through subordinate
managers.
- Responsible for decisions that could have an extended impact on
outcomes where erroneous decisions could result in critical delays
and modifications to programs.
- Collaborate with stakeholders and executive management to
develop and implement current, annual, and long-term technical,
schedule, quality, business, and financial objectives for the
programs.
- May also contribute to the development of Group/Company
objectives which have a long-range forecast projected to continue
for multiple years.

to apply. Job Qualifications:
- Typically requires an MBA or Bachelors, Masters or PhD in
engineering, science or a related technical field as well as
thirteen or more years of progressively complex program
administration experience with at least seven of those years
managing programs. May substitute equivalent experience in lieu of
education.
- Demonstrates extensive technical expertise and application of
program management principles, concepts, and practice as well as
comprehensive program management and leadership skills including
organizing, planning, scheduling, and coordinating workloads to
meet established deadlines or milestones.
- General knowledge of cost accounting principles and indirect
cost pools/service centers.
- General knowledge of product owner and agile
methodologies.
- General knowledge of a process improvement methodology.
- Experience with DCMA compliance requirements.
- Must be able to develop solutions to complex problems that
require collaboration of technical and non-technical solutions
across program requirements.
- Strong communication, leadership, presentation, and
interpersonal skills are required to enable an effective interface
with other departments, all levels of management, professional and
support staff, customers, potential customers, and government
representatives.
- Customer focused, must be able to work on a self-initiated
basis and in a team environment, and able to work extended hours
and travel as required.
- Ability to obtain and maintain DoD Security Clearance.Desired
Qualifications:
- Experience supervising/managing large organizations with
diverse staffing.
- Experience in military aviation operations.
- Process improvement and/or Product Owner certification.
